Probably northern Wisconsin, check out Vilas county Eagle River, St Germain area

for almost guaranteed snow check out the U.P.

Lake Gogebic or Houghton . Id go to Houghton over Gogebic but its a longer drive.

I don't particularly like the way I was treated in the U.P. by the locals the times that I've been there. Northern Wisconsin or Northern MN are friendly places. But if you are planning well in advance there is almost always snow in the U.P.

You could go to my cabin in Northern MN but its 50/50. Might be GREAT SNOW or nothing . I'm an hour south of International Falls
