Yes under comm.83.214 it reads and I quote "during certain days that pertain to the calendar 2018 of our lord, past ,present and future either before or after the night of the full moon as long as it's at least 5.5% alchohol and only then shall thumbs be allowed to be photographed " took me a sec to find it. Who ever wrote these rules must of been drunk, or a frickin genius.
