I put new tires and wheels on my pioneer, top speed went down about 8mph, used to get 67, now 59. are the tusk terrabites and cascade wheels that much heavier than stock bighorns, size 28x10x14 new tires

The tallness of the new tire might be throwing your speedometer off. A lot of cell phones now have an app for a GPS which will tell you your true speed.
