This is for your brick city cargo thingy right?
Maybe a quick call to Moses and get a new plate and weld it on?
Is drilling a new bolt pattern an option? Then hit your local parts store for some honda civic/accord replacement studs?
If you throw up a pic of the mount, we might be able to offer dirt cheap solutions.

Just thinking out loud, for it's purpose you need, wouldn't it be simple to get a 4/137mm 1" spacer and just drill the 110mm pattern for the tire carrier?

most of the spacers I have seen @JACKAL have huge ID bores to help with weight. Might not be enough meat to bore new holes.

Possible Solution!
Refer to my ace drawing skills.
Tire

Grab a ruler and see if you can drill holes where I indicated, then press in new studs, or tack weld them. (pic stolen from your for sale thread)

EDIT: Going to add this here as well. what if you knock out all those studs, add 2 studs, say between 1/2 and 10/11. Hang your spare using the holes beside each other vs opposing or all 4 studs?

Any update on this @Tramguage1 ?
I just did a rough sketch. If you go side by side wheel studs, they need to be 3.814" from center to center.

I have looked at redrilling holes and reusing studs. Only problem is the spare rim has more offset that the 700 had. So i need to add about 1" to the bracket so the 1000 wheel will fit correctly. I reall y dodnt think it would be this hard to find a darn 1 " thick wheel adapter.
