P1000 5+2 is equal to +38 or +30 on a 14x7 wheel?

The wheels I bought said they were 14x7 5+2 (+38). My friend saw a pic of mine and sent me a link to some 14x7 that say 5+2 (+30). How can they both be 5+2?
