Is there any type of fan solution out there that would have louvers on the front to close off and keep weather out and mount fan on backside to steal some of the heat coming from the machine?

Buy the fan override switch from the club store and you can turn on your free heater anytime you want to.

Oh I see now just kick radiator fan on anytime, so that will be enough to push heat back towards the cab and let it come through that panel I took out?

Yes. If you're inclosed, it will get toasty. I rode dec-feb last year and I normally never ride then because it's too cold.

Did you put a vent that you can open and close in that bottom panel?
Does it hurt anything to run that radiator fan, anything to watch out for?

I just left my vent wide open. I don't think it would hurt anything by running the fan other than extra wear and tear on the fan. I don't run it all the time but on the cold days, my wife probably runs it 90% of the time. We rode almost every weekend during the winter last year.
