Yeah it turns over and I recently sunk it but I changed oil three times clean air filter box clean fuel lines clean gas tank just don't knowWeird. Is it turning over just not cranking?

As gator said above there has to be water somewhere in it still. I've heard of people having to change the oil several times to get everything out.Welcome Nick.

How recent was this? how sunk?? Give as much detail as you can.
When it went under you got every connection wet. A good practice is to disconnect wiring harnesses and add di-electric grease to every imaginable contact.
It was sunk two weeks ago exhaust was full of water gas tank was as well air box full of dried mud oil was milky digital dash went out it starts after about 45 sec- min of turning over and then seems to run fine if you give a little spray of carb cleaner to air box it starts up a lot fasterWelcome Nick.

Yes I did and I meant to say I didn't restart it until everything was clean but I didn't know gas tank had water thanksBefore you restarted it did you pull the plug and crank it over to get any water out of the cylinder?
Okay thanksOk good. Jeez it could be so many things. I'd first follow @Gator 's advice in post #6. Also might try replacing the spark plug as an easy "who knows it might work" fix. The fuel may still be contaminated too. Try those things first and if you're still having issues it may be time for a compression test.

The mud would be my bigger concern. That went all through the engine and you might see it start to smoke soon.
