6 ft lbs isn't much for a 3/8 bolt. But I know from my scientific experiments of towing trailers for a long time that nylock nuts hold way better than split lock washers for holding the boards to the trailer deck.

I buy the blue and red in a dispenser that's thicker and won't drip, and will sit in the grooves uniformly
