I call BS on that guy, he's an idiot, find a different tire shop. I've never had a lug nut fall off and have always been able to change a tire on the side of the road.

I’m going to see if I can get it welded to the hub. Went with 15” wheels w/ 4+3 offset and it looks like a welding rod would slip past the rotor and be able to put down a nice spot weld or three.
So you've determined that the stud is spinning, not that the nut is stripped out, right? Otherwise, I'm confused...

I take it the lug nut is galled on the threads and then the stud started spinning

Not near my machine right now to check but are the lug nuts solid steel then chromed or is the chrome just a sleeve/cover like the old automotive used to be. If a cover I would dremel cut it and get it off then you would have access to nut and stud. If solid steel then I like NorthernJoe's drill idea. I would start with the largest drill bit that would fit thru the socket to just give you a centering bevel on the nut. Then pull the socket and start the process of drilling small holes to large as NJ says.

Is the wheel still captured on the hub yet? Or you able to get lug nut removed ?

Finally got to seeing if a welder would work. The guy was able to hit it with a stick welder well enough that we were able to break the stud off at the hub.

Took all of 5 minutes.
