I wound up drilling them out and putting bigger bolts and nuts thru there. I thought it was because the po's bumper was dinged up a bit
I got lucky, I only had 1 cross threaded. I have seen many on this website of people complaining about cross threaded bumper bolts.Thank you Honda assemblyman that crossed threaded my two bottom bolts on my bumper. Makes for good time on winch install.
