That's where your blinker fluid reservoir is supposed to be. Better look around under the hood area there and see if it came loose and fell down.

I believe I mounted my true isolator in that spot

Mine has the factory mounted winch relay mounted there as well. If you are going to add a winch I would use that space for your relay, just a thought
