Spam and scams are hard on FB. We have lots of filters in place as well as Facebook included filters.
Also to join you need to answer the question. If you don't know the answer to the question you have no need to be in the Pioneer group. lol.. Its easy.

Accounts without a user profile picture are auto-rejected.
Accounts without a picture are 90% fake accounts.
