They just came this morning. 27-9-12, 27-11-12 on STI Black Ops SS316. What pressure should I be running them on a p700-4. I ride a mix of everything mostly hard pack, rocky ground not a lot of mud. I don't want them to be a rough ride. I thought I had read a lot of guys running around 6lbs but not sure now.

I think you're about right. I run mine around 6 psi but I would think anywhere between 5-7 would be fine

Someone else was telling me that's too low. He had a front come off the rim a couple times at that pressure and I should run a minimum 10-12

It depends on the load. For me, I run ~6psi most of the time. With a few passengers or carrying something heavy, I may go up to 10-12

My tires say on the sidewall "do not operate over 7 psi" so I guess different tires have different requirements because I know the stockers were supposed to be in that 10-12 psi range.
