So this is just sour grapes. Not only has Obama not liked Putin from the very beginning, he's sour that HRC lost the election. Somehow in his mind Hillary was cheated, though he doesn't care one bit that she cheated Bernie Sanders to become the Democratic Party nominee to begin with. This is also Obama's way of an attempt to put the incoming president in an awkward position, sense the entire Republican Party to a person believes that Russia hacked the DNC and interfered with our elections and therefore supports this move by Obama as well as the stiff sanctions imposed. Trump for his part is on an island denying Russian involvement because of the obvious legitimacy implications of the elections. Remember, he's the one that insisted that the elections were rigged. But if the elections were rigged, and he won, then they were rigged for him.
But Julian Assagne has insisted all along that Wikileaks is the responsible party and has opined that Russia is getting the credit. Anyway, Obama seems quite ready to poke the Russians in the eye and further strain our relations with them. This started however with Obama's interference in the elections in the Ukraine in 2013, yep, what a hypocrite, chastising the Russians for allegedly interfering in our elections after he interfered in another countries elections. Then he criticized Russia for the very understandable and legitimate action they took in Crimea due to US interference there. I guess we need another war to maintain the perminent war economy established during WW2.
