P1000 Speed Limiter Idea?

Would it be possible, or even a good idea to put a hidden switch (under the hood) into the seat belt circuit to limit the speed when grand kids are driving the P1000 around? i.e. trick the system into thinking the seat belt was not fastened? Something similar to the system on the Yamaha R Max? Or is there a better way to do it?
