What is this wire under hood for? Blue tape wire

Just got this... Wiring my winch in and I see this wire. Anyone know what it's for? It was taped together with blue tape... It's key hot but not 12v I'm only getting 9 and change from it....View attachment 182186

I got Zero.
Key on or off, between blue tape wire and battery ground or frame ground.

Zero with test light to battery ground also.

Mine was zero when I checked it before I used it as a common ground.

That is the factory "included" ground to aid installation of the Honda winch kit.

I have no idea why there is any voltage at that wire. Id assume it's not currently attached to any accessory?

We are still waiting to hear how the guy got a reading of 9 volts..... @chops450

I wonder if the multi-meter switched over and actually said mv....? sometimes a ground will show a mili-volt reading that's basically zero but not quite.

But yes the blue tape wire is a factory ground as you all have said. I've had mine hooked to my winch solenoid for over 18 months.

You're the winner.... Sorry for the delay I just got home from work. It is zero... Worst part is I already wired my winch so no I have to fix that lol no worries... Thanks for everyone's help!!
