What is the lowest air pressure I can get away with on 28" tires were 12" rims without the bead locks? Right now I got them at 5 PSI

I ran at 3 psi for a while, the bumps were better but steering was hard and handling was crap

Things to consider when running low tire pressure. ( 5 lbs.)
Sidewall ply rating ( 6 or 8 being min )
Riding style ( slow or aggressive)
How far off road you' ll travel ( especially if alone )
For slow speed crawling you should be able to get away with 5#. ( Sudden drops , impact or push to hard against object ) could give greaf.
Faster & more aggressive riding the unseen surprise sudden hard impact ( rock / hole / log ) HAS Caused Many of Bead to Brake & Side Wall to Cut.
Going down the trail at 10mph - 20mph & up in a 1000# SXS plus gear driver ----impact generates ( Tons NOT pounds) 5 # tire pressure would not take much of that type of impact.
Hope this has helped & not too long.
ITP MUDLITE XTR 6PLY 27X912 FT.--27X11X12 REAR ( Slimed )
Depending on load --6.5 lbs to 8.0 lbs. Gives decent ride & good traction ( W.E. Shocks with heavy springs )
SLIME , AIRCOMPRESSOR & Tire Repair Kit have saved my Tush more than 1 time. ( no spare ) usually alone 12 -- 15 miles off road.

Thanks everyone. I'll go with 7lbs on all 4 there 28" on 12 inch wheels. That should be good and safe for what I need. I don't drive too aggressive

It really depends on the tire, the thicker the tire the less psi it will need. The tire on the stump is 28” and was flat for 24 miles and never had a problem
