correct don't select. just put in your state and proceed to check out and you will see its free shipping

It automatically defaults to $12.25 shipping. There is no way around it.

I just tried to purchase a set, without marking shipping and at check out was automatically charged 15.64 for shipping. Something is wrong ! !

I just looked up shipping costs from Wellers zip code to mine and it was 6.85 for a Priority Flat Rate Small Box. I'm sure they get a price break for volume so they're basically doubling up on the shipping costs to offset the lower price of the bushings.

If they are struggling with it there is another trick before checkout, they need to change the shipping method from residential to commercial as shown below. You can see when commercial is selected from the drop down it goes to free shipping :
