Friend asked me and I didn't know. They both look great.

Rides mostly hardpack and trails. No really deep mud, but shallow mud. No rock crawling. Some pavement between land owned along farm to market roads.

Is one of these better for this? And how many plies and are radials? Finally, DOT approved?

Mega more open lugged, so a bit better in mud and snow. Terra probably better suited if you're going to stay dry on hard pack or put on many road miles.

Terrabite:

I had Terrabites on my Pioneer and I’ve got Megabites currently on my Talon. I would say the Terra’s would do better for your type of riding. The Megas have a softer rubber compound and wear quicker on the pavement.

Also the Terra’s did good on the alpine loop and I was impressed with them in the mud of southern Louisiana. Not the best for the mud but it worked. As far as the Megas, I was happy with them in Tennessee and the did ok on the rocky trails of central western Texas but I did get a pinch flat there.
