Warn winch problem

my neighbor just got a new pioneer 700. He was wiring up the new winch. He had everything wired other then the wire you tap in to the key switch or a wire that is only hot when the key is on. With that wire not connected his winch works. That means it winch is hot all the time. What is wrong?

Has to be a stuck solenoid if all wires are correct

Are the large wires all connected. And ONLY when he flips the rocker switch, it works?
Or.
Are large wires not connected. And when you connect them it starts to run?

Or.
Are large wires not connected. And when you connect them it starts to run?
the large wires are all connected. and only when he flips the rocker switch, it works.
