P1000 down shifting in manual mode

This weekend at the sand dunes while in manual mode when I was climbing hills and I would try to downshift. It would"t always shift on the first or second try. Is there a certain rpm that it has to be at or below before it will downshift?

Ya based off of rev limiter. If it won't shift it's protecting itself.
