Ok, so a buddy has a pioneer 700, and this part fell off from somewhere, said he found it by the fuel tank. Now his bike will not crank. Any idea of what it is? Any help is appreciated.

Yep, know exactly what thst is.
It's a seat belt holder used in the factory. It's trash and should of been removed before delivery.
But, no clue what it won't start. Maybe "ain't got no gas".

Thats not any part that will keep the unit from starting..
Thats just to keep the seat belt from retracting at the factory so you can pull it out and attach the mount bolt.
Hes got othet problems.

Check main fuse even if it looks good had it happen to me no reason good luck
