P1000 Tail Light fasteners

Damaged one of the rear body panels so bought a new one. Went to replace it and there are these plastic rivet nuts that the tail light screws go into that were not included. Has anyone else ran across this and if so what was your solution?

The tail lights use a rubber well nut. Shouldn't need to be replaced.

The rubber well nuts did not come with the new body panel. Is a special tool required to install new well nuts into the new body panel?
