What size would you go with?

I'll have to go to 15" wheels to get 28" or 29" at least

a 30" actual height tire JUST fits in the front with no lift and the forward arched arms, you got maybe ½ an inch, just get 29's you'll be fine.

I'd rather run a DOT rated UTV tire. Some states have laws against running light truck tires on UTVs.
