Roughed up a template.
I'd say it's bent.

I don’t know if it matters but that is the front half of the arm in the mounted pics and back half of arm in the removed pics. Assuming the front and rear halves of the arm mount level then yes it’s bent. But for the sake of being sure I’d check the same sides of the arms with your template. 👍🏻

I was starting to think I wouldn't find a smoking gun. But the camber was so far out after replacing the outer tie rod and adjusting toe . . . wasn't happy.

Quite possibly other smaller issue(s) I'm not seeing that may be adverse; but hopefully this is the vast majority of the problem.

Update:

Got some virtually unused arms from a forum member, installed on machine. Re-set tie rods adjustments to factory. No change, still bad toe out on passenger side.

Started looking harder at the mounting tabs and alignment of them. Put a straight edge on both sides (upper arm mounts. Passenger side upper a-arm mounts are not in alignment as the driver's side is. BTW, this is where @lee said to take a closer look.

Start looking for cracked paint on the frame.

Haven't found any yet, on the frame. The issue arose from a pinch situation, as opposed to a hard hit. I feel like a bent frame is unlikely, but I don't much know what I'm doing really.

There is some slight paint cracked at the passenger rear upper arm mount (the one with the obvious bent tab, which I've 'straightened' with a hammer).
